Former Spencer County Officials Charged With Theft and Misconduct

Two former Spencer County officials were arrested on charges of Theft and Misconduct over the weekend after a long investigation, according to the Indiana State Police.

Two former officials from Luce Township in Spencer County, Indiana, were recently arrested on charges of Theft and Misconduct after a lengthy investigation conducted by the Indiana State Police and the Indiana State Board of Accounts.

ISP says former Spencer County Luce Township Trustee Sarah Frederick and Trustee’s Clerk Angela Ward were arrested over the weekend as a result of the investigation, which began back in January of 2020.

According to ISP, the investigation began after allegations of Theft, Obstruction of Justice, and Official Misconduct were made against Frederick and Ward.

When the investigation was completed, ISP Master Trooper Detective Tony Guinn presented his report to Special Prosecutor Kurt Leinenbach, and warrants were issued for the arrests of Frederick and Ward.

Investigators Believe Frederick and Ward Wrongfully Reimbursed Themselves for Thousands

Arrest affidavits for Frederick and Ward say the two used Luce Township funds to reimburse themselves for personal cell phone bills, and that they overcompensated themselves for falsely reported vehicle mileage.

The affidavits explain that Frederick and Ward were in office from 2016 through 2018.

An investigator with the Indiana State Board of Accounts claims that during those years in office, Ward overcompensated herself in the amount of $4,218.48 for personal cell phone bills and falsely reported vehicle mileage. They say Ward also wrongly received $2,200 in Luce Township funds for being the "Recreational Supervisor," a position that was never approved by the Luce Township Board.

Investigators also believe that Frederick used $6,273.76 of Luce Township funds to reimburse herself for personal cell phone bills and falsely reported vehicle mileage during her time in office.

ISP Jasper Post Troopers arrested Sarah Frederick on Friday on the charges of:

  • Official Misconduct (Level 6 Felony) - 1 count
  • Theft (Level 6 Felony) - 2 counts
  • Theft (Class A Misdemeanor) - 1 count

ISP Jasper Post Troopers arrested Angela Ward on Saturday on the charges of:

  • Official Misconduct (Level 6 Felony) - 1 count
  • Obstruction of Justice (Level 6 Felony) - 1 count
  • Theft (Level 6 Felony) - 3 counts
  • Theft (Class A Misdemeanor) - 1 count

Both Ward and Frederick were released from jail after posting a $750 cash bond. They'll both appear in court on Friday, Sept. 24.

All suspects are presumed innocent unless and until proven guilty in a court of law.

Sure, yesterday's passing cold front and lingering rainfall made for a cooler-than average, fall-like day across the Tri-State - today on the other hand, was a bit more summer-like. The core of high pressure flowing in behind that cold front has now settled to our east and is actively pumping southerly winds, more heat and gulf humidity back into the Ohio valley. As a result, temperatures pushed back into the mid 80s for the majority of the region; the added humidity even made it feel a few degrees hotter as well. As for the rest of the evening, conditions will remain dry with temperatures gradually falling from 80° around dinnertime into the mid to low 70s by 10PM. The combination of added cloud cover overnight and those aforementioned southerly winds will help keep temperatures mild tonight - we'll only dip as low as 67° early Friday morning in the River City.
